If I book a hotel for next year, can I use my $200 AMEX hotel credit for this year?
If I book a fine hotel and resort stay for January 2024, do I get to use the $200 AMEX credit for 2023?

Yes, because you paid for it in 2023

Yes. Because it is a prepaid reservation the FHR credit is used at the time of booking, regardless of the date of stay.
