What’s Best Under Seat Carry On Bag?
Can you tell me if anyone has found a spinner carry on bag fits under seat?
What’s the best underseat luggage that fits on both European airlines like RyanAir as well as US carriers like Spirit and Basic Economy on United.
I can’t do a backpack due to shoulder issues, so prefer an under seat carry on bag.

There’s one that’s designed to fit on Frontier/Spirit personal items, called Take Off Luggage.
The wheels are removable which turns it into a personal item size.
If you don’t need to squeeze it into a budget airline sizer I assume you can keep the wheels on and it would likely still fit under the seat.
Haven’t tried it so no guarantee on quality!

Samsonite has a nice under the seat carry on.
Has a 10 year warranty.

Most European carriers have a small personal item size limit, like 12 x 16 x 6 or 16 x 8 x 10 inches or smaller.
I don’t know of any spinners that small.
