Issue With Phone Number When Transferring Capital One Points
Has anyone had trouble transferring Capital One points from Venture X to a travel partner?
Their system can’t verify my phone number when I try to “Convert Rewards.”
How else can I use these Venture points to book with Turkish Airlines?

I did mine with EVA yesterday and had no issues.
I was even surprised that the points transferred instantly (they say it may take 3 days).

I would recommend trying a different browser on your computer.
Otherwise try using your phone to do it.
Make sure your VPN is off if you have one.
Otherwise, you can call Capital One and have them manually do it.
