No, it does not work that way.

You cannot transfer from Choice Hotels to Capital One.

You can only transfer from Capital One to Choice Hotels.

It is a one-way street.

You can transfer Capital One points or miles to Choice Hotels, but you cannot transfer Choice Hotel Points to Capital One.

Hotel points do not transfer to banks.

You can transfer Choice points to around 11 different airlines, but the conversion rates are very poor, so it is not recommended unless you have a special reason.

With Choice Privileges transfers, the conversion rate can be as bad as 5:1 and at best 2.5:1 with some international transfers.
