In my experience, they rarely care about a personal item if it fits under the seat.

Carry-on meant for the bins is more tightly controlled.

We were in Boarding Group 2 flying RDU to IAH on United and had to gate check our carry on as bin space was “full”.

It wasn’t but the gate agent insisted this plane only had room for 25 bags.

I have flown United many times and have never been checked for personal item.

However, if you are flying United Basic Economy, they won’t let you check-in online so you have to go to the counter and then they will check to see if you have a carry on (but that is different from a personal item).

Depends on the station but the bigger issue is the overheads usually fill up before basic economy boards.

If your personal item doesn’t fit under your seat, you’re screwed and you better hope the flight attendant stashes it somewhere because the gate agent might charge you if they see you have a basic economy ticket.

Personal Items are typically never checked but carry on typically is.

If you are flying Basic Economy or Spirit, or Frontier, expect that they will try to extract more money out of you with the baggage.

Better to be safe than sorry.
