Can I refer someone to the standard Capital One Venture card if I only hold the Capital One Venture X?

Yes Capital One does have a Refer A Friend program.
However, if the person you are referring is already a Capital One cardholder, then you cannot refer them.

No, you cannot refer them if you have one card and they want to sign up for another.
It has to be the same product.
Also the person you are referring can’t already have any Capital One cards, which is annoying too.
