Can Capital One Venture X holders refer someone to the CapitalOne Venture card?
Can I refer someone to the standard CapitalOne Venture card if I only hold the Venture X?

Negative. You CAN however find a friend who has the Venture, then have them transfer the referral miles to you afterwards. Maybe leave them 5k as a service fee
