Yes you are eligible for the AMEX platinum sign-up bonus.
AMEX also tells you if you aren’t eligible for a sign-up bonus before you submit the application.

I have autopay scheduled on the 24th of each month through my debit card to get the autopay discount.
I go in around the 20th of every month and manually pay the bill with a credit card that has cell phone insurance (doesn’t matter which one).
Who knows how long this workaround will last but for now it’s good.
